Building Permits and Start Notices – What You Need to Know

You may need a building permit or a starting clearance if you plan to build, extend, or do other changes to a building. The city reviews applications based on the Planning and Building Act (PBL). Here is a summary of how it works.

The city reviews applications based on the Planning and Building Act (PBL). Here is a summary of how it works:

When Do You Need a Building Permit?

You need a building permit if you plan to:

  • build a new house or other structure
  • extend an existing building
  • change the look or use of a building
  • certain other altercations to a building

You may also need a permit to demolish a building, put up signs or fences, or carry out major renovations, among other things.

When is a notification required?

Even if your project does not require a building permit, it may still require a notification and a starting clearance. For example, you need to submit a notification when you change a building’s structure or technical installations.

How to Apply

Send your application in writing and include drawings, descriptions, and other important documents. You can also apply and follow your case online using our e-service.

Processing Time

The city usually takes 10 weeks to decide on a building permit, but it may take longer if needed. We review your project and check if it complies with the zoning plan, building codes and other rules.

Starting Clearance – Before You Begin Construction

After your building permit is approved, you must wait for a starting clearance before you can begin construction.

For work that requires a starting clearance you also need a final clearance. Normally, you cannot use the construction work before the final clearance is issued.

Fees

The cost of a building permit depends on the type and size of your project.
